Only Windows 7 and Windows Server 2008 R2 are supported for Microsoft Online Services Module for Powershell in general. Since you are using Azure roles, your only choice is to change the server OS in Azure from 2008 to 2008 R2.
But the thing is, is it correct that you want to manage your Exchange environment through an Azure-hosted web application which uses PowerShell at the background? Because, if you only need to manage your Exchange environment remotely (with PowerShell), you do not need Azure at all :)

Dear pavel,

I was wondering what kind of server/role you use for your azure environment. Our current server in azure (Windows Server 2008 SP2) does not want to include the Microsoft Online Services Module which we need to create a new user in our exchange environment. Do you perhaps have some advice for us, or a work around for this issue?

Kind Regards,

Daniel Gijsen
